MK ADRs and Park times?

I have a question. In December, there are days when MK park hours are until 7PM, then they have MVMC Party. I noticed that a couple restaurants list theiir hours of operation for 9:30PM.

Can someone explain to me how that works?

If I don't attend the Party, can I still make reservations for later, after 7PM. Will I be allowed to dine?

I don't know how the park works with the Party and how they get non-party guests out of the park.

If you don't have tickets to the party your dining reservation has to be before 7:00 because that's when the park closes to non-party guests. When you arrive at the podium for a 7:00 or later reservation you will have to show the wristband that is issued to those with party tickets. Without the wristband you will not be allowed to dine.

You can get into line for an attraction until 6:59 or make a dining reservation for 6:55, but once you are finished you will have to leave the park. Sometimes you'll be directed towards the park entrance and other times a CM might escort you.

To get non-party guests out of the park, CMs stand at the entrance to each land, attraction, restaurant, store, even bathrooms and will ask to see wristbands. Without one you will be directed towards the park entrance and not allowed to continue farther into the park.
