Where can I meet Minnie in her red polka dot dress?

I'm pretty sure that's what she wears in Town Square Theater, but I'm sure someone who visits more often will pop in soon and give you a concrete answer.

Epcot Character Spot. She also wears it at the Disney Visa Meet and Greet at Epcot.

We haven't seen her at Town Square Theater since Talking Mickey arrived, but she might meet at the MK entrance. We had a friend who met here there a couple of years ago. They may have moved her since.

She's not in the theater, but she typically meets in that dress at the flag pole in MK at the very start of the day. Only for the first hour or so, though, and then she switches out with Stitch (previously Marie).

Epcot Character Spot would be the most reliable place to find her, and you can use FP+ there, too, if so desired. (It's worth the FP+ for now since there are so few in Tier 2 that need the pass - we'll see what changes happen once Soarin' and the new Frozen offerings open, though.)
