Yes, you can get discount 4 day, park hopper tickets, called Armed Services Salute from your local base's ITT/MWR office, at Shades of Green, any other base's ITT/MWR office, or at any Disney World ticket office. Only where you do not buy it from a military ticket office, you will pay tax (ie. from a DW ticket office.) You can add Water Fun and More for a few more dollars. There is a limit of 6 per service member (or spouse). Thus, between you and your new DH, only 6 tickets can be purchased. One must be for the military member or spouse. The rest of the tickets can be used for family and friends. The military member or spouse who buys the tickets must activate all the tickets that are going to be used. Activation is any DW ticket offices, including at DTD. You do not have to use the days in order. You can use them for any 4 days from now, until September 30, 2014. Disney does their military offers aligned with the Federal Government's fiscal year. They do have black out dates, and some ITT offices make you buy all that you need at one time, rather than being able to buy some now and some later.
Room discounts are what the others have said. There are blackout dates, around Christmas and holidays and subject to availability (the same times as the ticket). If one place is booked, you should try another, as Disney only sets aside so many rooms at each resort for military customers.
You can also book the Shades of Green hotel. The amount you pay is based on your new DH's rank. You can book them 11 months in advance. It is a nice hotel, and right across the street from the Poly. Unlike some hotels, including Disney's, SOG does not have a different rate for week-end days. Check out SOG's website, as they frequently have specials and you can book online.
