Mid to Late September Crowds? Stay on-site or off-site?

We've never been to US or IOA, and I'm planning to go for 2 or 3 days on our trip next fall. I'm not sure what to expect. How crowded is US and IOA in mid to late September? Crowds at WDW are really low during this time...is it the same for US and IOA? I know if you stay at a hotel onsite you get FOTL passes but we will be nicely settled in 2 rooms at WDW. Is it worth moving from our Disney resort for 2 nights to get the FOTL pass? (We drive, so will have our car). About how long are most waits during that time period? Also, do the Halloween Horror Nights start that early and if they do, are certain attractions closed during that time?
 
We went last September (12-26th) and it was very quite on the weekdays. Hardly any queues at all :)

After Labor Day the crowds really quiet down so you shouldn't have long waits especially during the week. It's hard to say if it's worth it to move because again, the lines shouldn't be long. For most attractions, I would guess less than 30 minutes but a few will be lengthy...Forbidden Journey and Transformers should be longer.

Halloween Horror Nights start the end of September...usually around 9/20. The first weekend is Friday and Saturday night. When HHN is staged, the Studios closes at 5pm so they can set up. There are only a few attractions open during the event. I would imagine Transformers will be open this year so that will have a long wait most nights. This past year the following attractions were open: Despicable Me, Rockit, Revenge of the Mummy, The Simpsons and MIB. The rest of the attractions are closed...some queues are used for the house queues. Remember...HHN is a hard ticket event which means you must purchase a separate ticket for it.
 
We are not a holloween scary family. Does that only go on at night? Is the park normal during the days so you can do all the rides?

Its only at the Studios and only at night.The park closes earlier on days they are having it....It is not recommended for Kids at all

Halloween Horror Nights is a hard ticket event meaning you would have to buy separate tickets for the event. The Studios will close at 5pm on the nights when HHN is staged. During the day it's business as usual. Nothing is closed.
