Mickey's Not So Scary Halloween question

We are trying to nail down dates for our first Disney trip. We are considering the week of Sept 17. The website lists that the Not-so-scary halloween stuff starts on Sept 15. We do not celebrate Halloween and would like to avoid it, so I'm wondering if the park is decorated, and are the workers in costume the whole time or just on the day of the events (Fridays, I think.)

It's just for the parties.

There are a few advertisements for the party - I remember a large mickey pumpkin outside MK, and a display at Toontown.

They'll also start to set up some of the decorations before the park closes for day guests - if you're there on a day that the party is held.
 
You really wouldn't know that there was even going to be a Halloween party (a few signs advertising)until it is almost regular park closing time(6:00 pm). Then they start setting up some of the displays for the Halloween party. Feel free to go on an MNSSHP day as you will be herded out before it starts anyways (7:00pm)
