We're visiting DLR in a couple of weeks and I'm just starting to get my act together to think about what we're going to wear. I want to get some cute t-shirts to wear so I'm looking online... but is there a better selection onsite and/or at World of Disney at Downtown Disney?

Just checked out the selection on shopdisney. I think the majority of shirts I’ve seen at the DLR lately (parks and DTD) are available on the app. Though the app seems to be geared more towards WDW so there are some DL specific things in stores that aren’t shown in ShopDisney.

For any shirts to wear during your trip I would plan to get beforehand. Then anything you see that wasn’t available online you can still get as a souvenir. And don’t forget about Etsy or teepublic or something like that because they have awesome designs!

I've also found that the ShopParks App has a wider selection of items that ShopDisney.com, but both are more geared to WDW. In many cases (not all), if you see a shirt that says "Walt Disney World" on it, there is probably a DLR counterpart that says "Disneyland Resort" on it. Likewise, for items that feature the four parks logo at WDW, there is often one that features iconic DLR locations. I've found that there tends to be a wider selection of items in the parks, but they're more spread out so you'd have to visit more locations to find the full assortment (e.g., DL specific shirts in DL, DCA specific shirts in DCA). On the other hand, World of Disney is a good place to find a lot of choices in one place.
(One other note: depending on when you're going, you might be running out of time to pre-order a shirt from ShopDisney.com/ShopParks App, unless you pay for upgraded shipping. I've found that the App store purchases tend to take the full shipping window time, plus several business days to pack. So all in all, it typically takes about 2 weeks for my orders to arrive from TN to CA.)

I've found many shirts on www.zazzle.com. Just put in the search Disney T-shirts or mens Disney T-shirts or women's or kids etc. They have some very rare characters and lots of pages of them. You can even personalize them. They usually have some sort of sale with such and such % off with a promo code that will be beneath the price of the shirt. I think it's worth trying. Yes I actually realized the app had a larger selection (and indicates which items are in store only) after Lesley's post. I ordered some things on the day of my OP that should arrive in time... I think I will check out World of Disney when I'm on site as well.
