One thing that would be helpful to know is whether your mom can walk at all and more about the wheelchair - will she have her own, will the skycap be providing one?
If she has her own, is it manual (push) or power? If it's manual, can she push it at all?
If she is left with the luggage on a cart, would she be able to walk a short distance pushing the cart? (like to go into the restroom)
I agree that having a cell phone so you can communicate with her would be very helpful (very, very). With a cell phone, you could let her know when your plane has landed and your progress in getting to her. That will help her a lot to feel more comfortable. It will also help you to find her later, since she can tell you precise 'landmarks' (like I'm in front of the ---- desk.)
WillCad is basically correct. It is going to be hard for your mom to get to baggage claim, get her bag and then head back to the food court.
She might be able to get a skycap to take her to baggage claim, but that skycap will be pushing the wheelchair. In order to pick up her luggage, she'd possibly need a second skycap to push the luggage to the food court.
If she does get brought with her luggage to the food court, another thing to think about is where she needs to go after you pick her up. She would somehow need to get back to Level One, ground transportation (thanks for the map Wilcad. It makes it so much easier).
If she has her own wheelchair, once you meet up, no problem - one of your party can just push her wheelchair.
If she is borrowing a wheelchair from the airline, the skycap takes it when they leave, so you would then need to get her from the food court back out to ground transportation (A or B, whatever side you are going to be leaving the airport from)
Are you traveling to WDW? If so, are you going to be using DME? That would take care of the baggage issue. She can just tag her bag and let DME take care of it.
That would help a lot. If she didn't have to get bags, she could probably get the skycap to bring her to either baggage claim on A or to the food court. (I would check on that with the airport/airline to make sure, since it would be out of the ordinary).
Also, if she has her bags, she needs to stay with them, which means she can't do things like go to the restroom or get food from the food court without leaving them.
...there are elevators she can use rather than the stairs/escalators. Perhaps someone who is more knowledgable about being in a wheelchair and navigating MCO might be more help. You could also check over on the Disabilities board...they might have a whole different set of ideas for you.
There are elevators sort of centrally located, so that's not a problem and if she has a skycap, he/she will make sure she gets to the elevators. (The map does show the elevators).
If she waits for you att the B Baggage Claim area, there are restrooms, but not really much in terms of seating and the area is very busy with people going and coming to pick up baggage.
I don't know how you are getting from the airport to your resort, but if you can leave from the B side where she is going to be, another option would be for the skycap to take her to pick up her bags, then tranport her and her luggage to Level One, where the ground transportation is. If you are renting a car, she could be dropped off near the car rental counter you will be using.
That level on the B side is one floor straight down from the B side Baggage claim. She would have no problem getting a skycap to take her down there and there are seating areas where she could be comfortable while she waits.
If she has her own wheelchair, it would not really matter whether or not you are leaving from the B side Ground Transportation. After your plane arrives, you could come and pick her up and take her across to the A side, but that would involve going up one floor, across to A and then back down again to the Ground Transportation. (Please correct me if I'm wrong about that. Wilcad).
