Meeting characters - WS opening

Wondering how waiting to meet characters in World Showcase will work when it technically isn't open until 11.

Specifically eyeballing Belle and Alice, who I think start right around 11. Will they let me queue up for them around 10:30-45 if I'm walking in from Future World? I'd like to knock those out as I leave Epcot to go to DHS.

I know you cut through UK and Canada if you enter/exit through international gateway before 11am while shops aren’t open or anything they may let you start waiting for Alice but I’m not sure

Alice you can queue up early as the pavilion is available to walk through
Belle you wait at the rope (the CM rope down right before her meet and greet spot, stay to the left and you'll be one of the first there

Last time we were there they held everyone at the entrance to China and would let us enter the WS until 11:00am. We went straight to Mulan and were the first ones in line.
