Yes you can go into any of the hotels for meet and greet - we have photos with loads of characters in NY and have never stayed there.

There are lots of characters about in DLH at breakfast time and there is nothing to stop you going in to see them - upstairs outside the restaurants and also at 4pm where they dance and sing down the stairs and in the lobby area - although this didnt happen everyday when we were there in february

My friend was at DLP last week. The characters were only coming down the stairs for the 4pm meet & greet on Thur - Sun.
