Yes the dining plan can be purchased with campsites, the tickets are the same $ at all resorts.

Are the theme park tickets reduced for WDW guests?
Checking the website, I can buy tickets at the local Disney store for the same price. We have reservations at FW.
We are looking at 5 days/ park hopper.
