When I did mine, it was on the MDE website, since my phone is too old to have the app. At the far right of the disneyworld.go.com page, click on My Disney Experience, then go down the list to Fast Pass, and when you click on that you should be able to make them from there.

AFAIK, the OP was looking for the first day that booking for FPs can begin being made. Not the dates on which the FPs are being booked, but the earliest date that the first FPs can be booked.
Sorry editing to add I just found the spot where it says my plans and it's in there.... can't delete question. SO will the app automatically kep track and tell me when the 60 days is? I'm obviously having a hard time figuring it out
