Sadly, Huggie, i don't think it is all inclusive. I know of a couple of hotels that are, but don't know if they are RCI. One of them is the Intercontinental, which is right close to the Marina.
Some of Mark's co workers stayed there and said liked it.

The Sheraton is a bit further out from downtown. You'd have to take a taxi- about $5-10 r/t. The Palmilla is even further away.
There are two towns: Cabo San Lucas and Los Cabos. You get to Los Cabos before Cabo san Lucas, when driving from the airport.
And the food and drinks are so expensive, dang it. Although, it might have changed since we were there- we went in 2005. They have a roof top restaurant that is so much fun! There's a mariachi band there and we sat around, eating tacos and drinking sangria for hours.
The water we drank was bottled. Fiji... love it. It was something like $12 a bottle.
Drinks were high- I think OOP for drinks, lunches and one dinner it came to around $400, but I don't remember exactly. We went to a neat restaurant there in Cabo, let me see if I can find it for you. Really cool place.

his house band came and performed for us at the Palmilla the last night of the trip. it was funny- I had them playing Metallica songs...
We went snorkeling, on a catamaran cruise, and of course, we did the spa, but not at the Sheraton.
Hopefully, you can go! You would love it.
Truly, I like Cabo BETTER than Maui! We went to Hawaii in 2001- Drew was a baby and I hated leaving him.

just in case anyone wants to go there. It was beautiful- we had a great time, but coming from the East Coast, it was such a long trip!!! BY the time we got used to the difference in time, it was time to go home. I will say, some of the best Creme Brulee I have ever had was here. It's my fave dessert- and they served it in baby pineapples!!! So good. YUM.
We left Arkansas when we went to Cabo and got there in about 4 hours- with a layover in Dallas.
Ahhhh- lovely memories...
