Max occupancy in a room? Confused

My family consists of two adults and three children. The children are 14, 12, and 2. The youngest turned 2 in June and when we went in September (2014) we had no problems booking a room at Port Orleans. When we went this past month to MNSSHP she was 2 and I was unable to reserve a room at any of the value or moderate with a max occupancy of 4 adults. It would just say "the size of your party exceeds max occupancy". So I figured it was because she is now 2. I just went to book a room for April and it looks like it is allowing me to book those rooms now without saying we exceed max occupancy. I'm confused. Does anyone know if this is correct or is the system just messed up today? What age do they start counting towards occupancy numbers?
 
Riverside rooms allow 5 "Disney adults" regardless, but as a child under 3 the youngest doesn't count against occupancy. POFQ rooms only accommodate 4, so they'd need to recognize that you have a child in a pack and play.

The system is notoriously screwy, though.
 
I had always thought it was 3, since that is when you have to start paying for tickets but thought maybe I was wrong! Thanks!
 
I was wondering if it was POFQ or POR... POR should let you book five without a problem. Perhaps it was for a deal--or you were looking for a certain category like princess rooms--and Alligator Bayou rooms were not included in the category? I might be wrong, but I think only Alligator Bayou rooms allow you to have a fifth person in the room.
 

First; you are better off calling and you will not have any issues making a reservation. But, since we know we qualify for a room with max of 4, we would make the reservation with 4 people and then we call to add the under 3 year old to the reservation.

Nope, you are right! Once the OP's youngest hits age 3 they will only fit in the Alligator Bayou rooms at POR. There is an ongoing glitch with the on line system, where even if the youngest is 2 or under, it won't allow the booking. You can call and do it though.
