Can you use magical express at the dophin or swan or just the "true" disney resorts. It is still free?

DME is free, but no, it is not available to any non-disney resort, even those on site, sorry.

No, it's not available for Dolphin or Swan. It would be free if you stayed at a Disney resort.

In case you happen to see a DME bus at the S/D

Disney cruise guests can stay at the S/D. Those guests, who purchase transfers, are transported on DME buses on their trip to/from MCO. Guests can pay Mears and be transported to the S/D. Sometimes Mears will accomodate those paying passengers on a DME bus.
