Always, no matter where you're flying, pack your carry-on bag with essentials and anything you will need for the first 24 hrs of your stay. The one time I didn't do this, I was flying home, and didn't feel the need. But, our flight ran into issues and we had to turn around and head back to Ft Lauderdale after a stop in Philly. I could have gotten off in Philly, but they weren't taking our checked bags off the plane, I had nothing in the way of toiletries, clean clothes, etc. We had to go back to Ft Lauderdale, get our bags, spend the night and head back to Providence in the morning!!! Not fun.
So, to answer your question....if you arrive, on-time, at 7pm, you should get to AoA no later than 8:30. Disney tells us to expect our luggage, in our resort room, between 3-4 hrs after resort check-in. With on-line check-in, who knows when the clock starts ticking. But, I would be prepared to wait until close to 11:30 to get your bags delivered. And the value resorts don't seem to have as good delivery as other resorts do...they tend to deliver bags when they get a lot of them, rather than deliver as they arrive.
If you still tag your bags, but don't want to be bothered later in the evening by a knock on the door, let Luggage Assistance know that you want your bags held until the next morning. Then, when you get to your room, hang out the privacy please hanger on the door. There should be a message light flashing on your room phone in the morning to let you know your bags are ready to be delivered.
