The difference in our quote for a family of 4 - 2 adults, children 6 & 4 (well family of 5, but one is a baby and not included in the pricing) is $686 for 5 day tickets. Is it worth it? We'll be staying on-site for 7 days, but plan venturing off WDW to see the beaches, so we'll still have to buy some meals.

I see where people budget $500 for a family of 4 for the whole week - is this unreasonable or a good price? I don't think we're planning on doing any of the character meals while there.

It is a good price if you plan to have a few sit down meals. If you just normally eat counter service, then it would be pricey.
 
If you aren't going to be eating most of your meals onsite then it is probably to much. The biggest plus to the dining plan is that it allows you to eat at places that you would not normally because of the cost. Even if you eat at character meals, a couple of nice table service meals and the counter service for all of them then it will work out cheaper.
