Magic Kingdom Parking lot - Heroes?

We park at the TTC many times a year. And we always end up in Villains, and have never parked in the Heroes section. We rarely get there for rope drop, and usually arrive an hour or two after the park opens. Do we end up in Villains because they park Heroes in the early morning?
