How early are porters available to drop of luggage? We are a group of 9 traveling together and we would like to drop our luggage before returning our cars and bringing the whole family to the port.

The port opens for new cruisers at 10:30. Sometimes a bit earlier, but I'd aim for 10:30 at the earliest.
 
I actually arrived at 9:30AM. We were told that they may not ready to accept new luggage, but they took it after waiting only a few minutes at the curb. I made it back in the rental car shuttle by 10:30 and met my family waiting in line in the garage the over pass. We start entering the port together by 10:45. We were in boarding group #3, so some people arrived even earlier.

I can't guarantee if this timing will work for you, but will try this again on my next cruise.

When you actually arrive at the port (and check in) has nothing to do with your boarding number (unless you arrive via DCL transfers from a DCL booked hotel stay; are Platinum; or Concierge). The boarding number is tied to the Port Arrival Time you select during the online check in process.

I strongly recommend dropping off the luggage AND any extra passengers in your party. Only the driver needs to return the rental car, and it's going to be a lot easier for 1 person to hop the shuttle than waiting for space for all 9 of you. I suspect the porters aren't available to accept luggage for embarkation until all passengers and luggage have cleared from the prior cruise. Possibly as early as 9:30, likely by 10:00. However, note that arriving considerably earlier than your PAT will not get you onboard any sooner.

We did this for our group of nine. (Two cars in our case.) It worked out well for us. That way the other 7 could go through security and wait in the port building instead of schlepping to the rental car place with us.

We planned to do it on the way home too, but we ended up all nine of us (and luggage) taking the rental car shuttle to the rental car place, so that we didn't have to go back to the port afterwards. But we did another smart thing, which is that when waiting for the shuttle from the port to the rental car place, we put our two drivers at the front of our party, with their luggage. Sure enough, the next shuttle could not take all 9 of us at once, but it did have room for the two drivers. By the time the other 7 arrived at the rental car place, we had our cars rented and were ready for them.
