Looking for DISigner who recently did a Epcot circle of flags for a 40th anniversay

Ugh, I can not remember where or who it was that did a 40th anniversary epcot circle design with all the mickey head flags and a mickey and minnie on the inside. This circle design was unique because the border was black and the writing was around the circle, in the border in white.

If anyone knows who made that, I'd love to know who. I love that design and would like to get something similar. Thanks for your help.

I generally store any personalized images in temporary files in Photobucket folders named for the month created (i.e. 01January). They are subfolders under the Other Requests folder. These are deleted after a couple months.
