I need to get a new camera and wanted to not spend over 300-400. I want to be able to shoot in dark spots, moving targets and not have to lug alot of different lenses.
 
Shooting moving objects, or while moving, in low light is a challenging requirement for a point and shoot in that price range. A lot of how good a shot you end up with in low light is determined by your knowledge of photography. And at a certain point, in really dark situations where you're moving, like on POTC, most point and shoots will fall short and you just need that wide aperture you get with a fast prime on a DSLR. So how dark are you wanting to shoot in?

What other features do you want? Video? Proprietary battery or AA's? Amount of zoom?

I hate to be the bearer of bad news, but it will be difficult to find a camera to fit your requirements within that price range. The Canon T2i, which is now two generations old, is still $500-600 for the body only (new). Once you start down the DSLR road, the camera is only the first expense. You can easily double your initial investment in accessories including lenses. You state that you do not want "to lug a lot of different lenses". Unfortunately, if you are trying shoot in the darker areas of WDW (rides, inside shows, etc.) that is exactly what you will have to do. The all-in-one lenses (18-135, 18-200, 18-250, 18-270, etc.) while very convenient and useful in many situations, will not work as well in the dark areas of WDW. To shoot the dark areas you will need a camera body with high usable ISO capability (usually 3200 or higher) and lenses with f2.8 or lower. The adjustment of the ISO and aperture (f-stop) allow the use of higher shutter speeds required for dark/motion situations. Here is an example of my WDW shoot everything kit:

Camera Body
18-55 for when I need wider angle
30mm f1.4 for dark rides
28-70mm f2.8 walkaround
70-200mm f2.8 for Animal Kingdom, outdoor/indoor shows when I need reach
Various filters
External flash
Travel tripod
Bag to hold all the stuff.

This is just part of MY kit and does not necessarily mean other equipment cannot be substituted.

As I'm trying to explain you really need to re-evaluate what you are trying to do. I would recommend learning more about photography, ie, the photographic triangle amongst things. That is probably the cheapest thing in photography.
