I don't know of an app, but this site and allears.net have updated menus.

however, anything about the posted menus can change at any time without notice.

I don't know of an app, and if I did, I would not want to take on the job of keeping it updated.

Lines app from Touring Plans offers menus and prices for every WDW restaurant. It also has a dining plan feature to show you what is covered. You can search for specific menu items, too.
