These dolls are beautiful, so much so that I have to buy one each time I go to Disney.
The name of the store is Dar TeddyBar.
The company that produces them is Engel-Puppen.
The dolls are always available to be purchased. And sometimes, Helmut Engel, the vice-president of the company is there to personally assemble them and autograph them. There is usually a Doll & Teddy Bear convention at EPCOT in October but I don't know the dates off hand.
There are about seven different face shapes and shades to choose from. The head is tied on to the body, takes about 1 minute for that.
Then you choose the hair color & style. It takes about a minute to glue the wig on to the doll's head. The styling is what takes the longest. They can put it up, make it braids, make it very curly or slightly wavy. The workers are very friendly and willing to talk to you about doll making.
You can purchase additional clothes right there in the store for about $40 - $70 each. They have traditional German costumes as well as Disney related dresses to choose from.
They also have quite a few pre-made dolls that you may enjoy. The dolls are a very high quality and are approximately the same size as the American Girl Dolls if you are familiar with those.
If that is more than you wanted to spend. The store at Downtown Disney sells a doll dressed in a Mickey t-shirt and shorts that comes with a few accessories for about $35. She comes with a choice of hair color as well.
