No it is not new. Check out Mouse Land Ranch as you will see what the limit is on furniture. Had a really hard time finishing the room as I kept getting the message.

I have gotten it a few times, when filling by storage rooms expecially. 699 Heart chairs and a friend who wanted to come in kept getting room is full errors lol

This is not new and may have been discovered last ride contest but I think someone hit it before that if I recall.
