Lighting: What are these?

I bought a set of hot lights on Craig's List yesterday. There is a strap and a cable on them and I don't know what they are for.

Any ideas?
 
They are safety straps/cables to keep the lights from dropping to the ground (and hitting people) if the mounting clamp slips loose. The straps go around the mounting pipe, rail, grid, etc. If you are mounting such lighting in public places such straps will likely be required by the venue.

Here's an example.
 
I'm using the blue one to tie up the power cords. :thumbsup2

Thanks a lot. Having parts that I didn't know what they were for was really bugging me.
