we have a 8:25 reservation, and will probaly start day at epcot then midday freashen up back at pop, but is the restaurant really cold like worth carrying a sweater back to the restaurant?

We ate there in late June and were comfortable with the inside temperature and did not feel the need for a sweater

I'm always cold at WDW restaurants, BUT it's usually because I'm sweaty when we go. If you freshen up first and aren't drenched when you get there you should be fine.

I always tuck a lightweight Pashima wrap in my bag because I am always freezing in Disney restaurants

We always found Disney restaurants to be too cold. I would bring a sweater, wear long pants or something similiar. Eating is no fun if you are cold the entire time.
