This is how I always thought it worked, too -- you get current year points at time of purchase. But I've seen several posts where people state that they got "last year's points". I can't figure out if people are just referring to those points incorrectly as "last year's" when they are really "current", or if they really did get 2 Use Year's worth of points at the time that they purchase. You're not getting a free year of points, you are getting current year points.
If you purchase today a September use year, you will get the Sep 2005 UY points, which is the current use year. Those are the points you would be using to make a vacation for most of 2006. Your September 2006 points would be for your late 2006 and most of your 2007 calendar year travels.

By the way, it was nice of DVC to let you bank those points you bought at the end of Dec '05 so close to the end of your use year. When I decided to buy in to DVC, I was all set to to purchase directly from Disney until they told me they would not let me bank the current use year points that came with the contract because I would be within 2 months of the end of my use year when I closed on the contract. I ended up buying resale instead. I wish they would be consistent about these things!
