Ladies, when to wear / not wear a slip?

At work today, I saw a young woman who definitely was not wearing a slip and should have been. Remember the photo of Diana, Princess of Wales, right after she and Charles got engaged? She was standing outside the nursery school where she was an aide and the sun was shining through her legs.
