Kidani Village one bedroom what is the losest floor

What floor is the lowest floor to get a one bedroom in Kidani Village?

The lowest guest room level is 2, which is the same as the lobby. The 1st level is actually the "underground" parking, though it isn't truly underground as the road level was raised in the front to bring it up to the 2nd level and the lobby. There are 1BR's on all levels.
