At WDW, we can use our room key or Key to the World Card to charge things to our room. All of the restaurants and gift shops charged the merchandise /food to the room with this card. Does Disneyland do the same thing?

Yes, you can charge to your room with the Keys to the Magic card! I think all of the stores and restaurants work. I am not sure about carts and balloons though!

Does the "Key to the Magic" Card work in the non-Disney owned locations in DTD? I'm curious because they don't accept Disney Gift Cards.

In terms of other vendors that won't take "Key to the Magic" card, I do know that balloon sellers and penny press machines are cash only (so no credit cards or gift cards). Also, the walk-around vendors (like the ones you sometimes see in queue areas) are also cash only. The permanent/semi-permanent kiosks (like the ice cream and popcorn sellers) take Gift Cards and Credit Cards, so I would think they could also take the "Key to the Magic" card.

I am not sure about carts and balloons though!

Most of the fixed location carts can take the room key for charges...pretty much if the location takes credit cards inside the parks, they take the room keys as well.

Yeah, I've used the AP discounts in the past and asked about the gift cards, but I hadn't thought to ask about the room charge card. So, it's good to know that the resort card can't be used at the non-Disney locations.
