Yes you can. YDS wanted to do the kayak tour, but IIRC there all the slots were taken as we booked about a month out. Instead, they rented a double kayak that afternoon.

http://www.wdwinfo.com/disney-cruise-line/ports/castaway-cay.cfm has them at $14/18 per half hour (1/2 person kayaks). May be out of date, but we all know Disney don't REDUCE prices...
