I know we were doing the dinning plan and room(military room discount) but no tickets and were not able to do it online but that may have had to do with the discount.

If the AP rate is available for your dates, yes you can book online and add the dining with the AP room rate. If the dates are not available to book yet, you'll have to call and ask.

Yes, with an AP you can book a room and dining plan only reservation on-line. Go to the AP website (https://disneyworld.disney.go.com/login;jsessionid=E4FD030758565822D202C0520842C971?execution=e1s1) and login like normal. Go to the "Passholders Offer" page, then scroll to the bottom. There will be a link to book a room and dining package (without tickets). From there you will be asked for your dates and hotel preferences.

Yes, as PP stated you can book online through the passholder section of disneyworld.com. You must have a valid adult AP or voucher to access the AP section.
