Just Bought a 3-day Park Hopper Plus on WDW Web site

I was happily surprised to find out that the DisneyWorld.com web site sells 3-Day Park Hopper Plus passes! I just bought two of them for $165 + tax! I noticed, though, that they are available for non-US travellers only. I live in Finland and will be visiting WDW in December!

I wonder what the motivation is for selling this pass only to non-US guests?
Perhaps to lure you to get a taste of WDW if you weren't originally planning to?
A trip to the US just for a three-day visit to WDW doesn't make sense for foreigners. Of course you could always buy three of them for a nine-day visit!
