I would have sworn I read somewhere that they were available during MM, but I can't be sure.

Everything I have read says they are available during EE/MM.

If we go on an early entry morning, can we book it to Peter Pan, ride it, and then grab A&E FPs afterward?

The Frozen M&G is the only one that start during Early entry.

The Anna & Elsa FP is an exception. We got ours last week during EE/MM. The line was so long that I doubt many people entering at regular park opening were able to get them that day. The line started back by the meet & greet when we got ours, but some days there is a CM on the sidewalk, on the left side of Main St., with a sign for Anna/Elsa. If that's the case, you line up there and I believe they walk the line back to get the FP.
