How do I get my luggage from resort A to resort B. No car available.

Leaving resort A early in the morning and won't need luggage at resort B until late afternoon.

My guess is Bell Services can do this for me.....

Yes. Call bell services at first resort and they will come get your bags and move them. We have usually gotten them around 3-4 at the new resort.

Do we need to be in the room with the luggage or can we head to the parks and leave it sitting inside by the door?

You need to be there when the pick up your luggage. They have to tag it and give you the claim check. You also needed to tip them.

Someone correct me if I am wrong, but I believe you can also bring them to the lobby and leave them with Bell Services there instead of having them come to your room.

Yes, you can do that as well. We just usually have too much luggage plus groceries so we always call them.

Taking my "stuff" to them sounds better than them coming to me. We travel light so it's no problem, and it's on the way out the door as we're headed to the parks.

Give yourself a little time in case there's a line

Also, know that you will NOT have access to those bags until after official checkin time at the new resort, so keep anything you will need before then out of the bags. You'll have to be in the room to receive the bags once you're at the second resort.

...or can we just swing by Bell Service and pick them up when we arrive at resort B from the park? If it's after 3:00, check-in time?

Yes ... we've done it many times. Luggage often doesn't arrive til after 4:00 though.

If you don't swing by and pick them up, you have to be physically in your room before they will bring them. You can't stop by BS and ask them to take them up to the room and they will meet you. You have to call from the room. Also, just a helpful split stay hint, make sure you check out of resort 1 before you leave. You can do this over the phone. If you've done on line check in at resort 2 you don't need to physically check in there unless you want to. I always just call when I'm leaving my room from resort 1 and I actually do go to the front desk of resort 2 since I normally switch resorts as early at 7:30. I like to let them know I'm there in case they can have a room ready early.

If your luggage has made it over to your second resort, yes. It's not guaranteed to be there by check in time.
