To clear up any confusion:
1) Final Payment: It's true that you do not have to make final payment until 7 days prior to arrival until further notice. But to be fair, that was pretty much always the case. While the official due date for final payment is normally 30 days prior, Disney almost never cancelled unpaid reservations until a week before. Disney just made this policy official until further notice.
2) Cancellation Penalties: The most recent communication to TAs (from two days ago) states "To provide additional flexibility, we are waiving Disney-imposed change and cancellation fees up to the date of check-in for reservations with arrivals through June 30, 2020." There is no mention of July trips.
While I am confident that Disney will ultimately extend the waiver in my second point to cover July trips, that can't be guaranteed. So for now, I have been informing my July clients of both of these points and then letting them make their own decision. It's a tough call, for sure.
