It does look like JB has caught up with the other airlines. It's not so easy to get a credit anymore. Used to be, before Dec. 4, that all you had to do was call them, tell them your fare went down and could you please get a credit. They gave you the credit, no questions asked, no fees incurred. Not anymore. If you see a fare with JB you can live with, book it and don't expect to get a credit if the fare goes down! I know I have booked JB for a return flight in mid-Jan for dh and dd, on the chance that they will be traveling to WDW for a business trip. If I have to cancel the tickets, I'll only get about $40 of the $79 I paid after the $40 change fee. So, plan accordingly..no more calling if the fare goes down by $15!!!
