For those who have eaten there:
Is each section of the menu a theme of the tapas? I saw fried, I'm assuming, cold, hot, etc.?
Do you start with something in particular?
The tasting - have you done it? Is it $70 per person?
For two people, do you do two orders of the same tapas or is there enough for two to taste?
The carnes section - is that still tapas sized, not an entree, correct?

Yes, each section is a theme or style of tapas and larger plates.
When you read the dish descriptions you'll have a better idea what the titles mean but basically the first 3-4 sections are all served cold or room temperature and would make a good traditional beginning. When you get to the section labeled "Jose's Way" these are more modern versions of tapas created by Mr. Andres. "Verduras" is the start of the hot tapas.
Were I eating fish or seafood further in the meal, I'd try to have most cheese based tapas closer to the start. Much like parts of other Mediterranean countries, much of Spain, doesn't mix fish with cheese. I really don't think there are any food order traditions beyond the fish/ cheese-just order what you like when you like.
We've eaten at both the DC and DS branches and only once opted for a tasting menu, an experience I won't bypass in the future. Last time it was the Jaleo Experience which cost us $70.00 p/p; next time we plan to order the more expensive Jose's Way which is $110.00 p/p and includes more modern twists on tapas. If you like oysters, do try the oysters gin and tonic! Just a little bit of love.
Both the "Pescados y Mariscos" and "Carnes" sections would be shareable to my way of thinking but I'm not sure if they are considered tapas or an entree. If tapas, then certainly more filling versions.
The paella and large plates are definitely shareable as well as entrees.
In the past, we tended to only eat light tapas a la carte after an evening at a museum or show in DC but tried one of the tasting menus specifically to acquaint our mini travel companions with the range of Spanish cuisine. Think it was a success on that level since DGD and her bestie will be going through a dozen eggs or so to try and replicate the restaurant's version of tortilla de patatas.
Here are some pictures of the dishes that came with our tasting menu but keep in mind that it was for a party of 4:
gazpacho shooter, jamon +queso, pan cristal, endivias, ensalada manzanas
croquetas pollo
gambas a ajillo, patatas bravas
butifarra- we had 2 plates of the sausage and fried beans so I would guess a party of 2 would get one.
