I was wondering as we get closer, will my parapalegic (sp?) bil be able to have fun/enjoy @ BB when we go next year? I hear there are many stairs so I'm not sure if it is possible?

You can certainly ask again. Since people come and go from the boards (and some visit places they have not been before), you might get another answer this time. As I recall, you didn't get a specific answer last time.
I have read that they have elevators, but I don't know anything besides that and I don't know what the requirements/cautions they have for going down the slides.
The last time I looked at the official WDW site, they didn't have any info on people with disabilities at the water parks.
