Yes, there is a restaurant at the top of the path to the Baths.

FWIW, Virgin Gorda is a different island than Tortola.

Poorman's Bar is at the Baths. Just above the Baths is Top of the Baths restaurant, which apparently is pretty darned good.

Yes, it's a beautiful restaurant. We didn't eat there since we were on the afternoon DCL excursion.
