The fishing pier at jetty Park is NORTH of the jetty .... the beach is south ... I'm pretty sure fishing from the jetty is a BIG no no .... KEEP OFF THE ROCKS ..... they built the fishing pier for SAFETY

so far as surf fishing goes .... it is allowed and happens on ALL the ocean beaches in the area. I don't know if there is a law as I don't fish, but I've NEVER seen a surf fisherman during "the day" on a 'popular beach' ... early morning and after 6 ... yes ... during the day there is plenty of beach with no one around (and I'd guess a higher probability of catching a fish) ya gots 40 miles of beach 'tween the port and Sebastian Inlet
If trash tackle was a problem, no one would be anywhere on the beaches here .... the bigger issue would be around Cocoa Beach Pier which is a popular fishing spot all day long and yet also one of the most popular beach areas . . . can it happen? YES ... and you might be bitten by a shark too .... this is a known shark spawning area! They don't keep the surfers away . . .

in my younger days I take my bike to Jetty Park at low tide and ride the surf line from there to Patrick AFB and back .... just a nice stretch of the legs. {two bonus points if you identify the movie the line is from}
p.s. the fishing pier at Jetty Park is a great place to be when the cruise ships leave ... typically between 4:30 and 5 pm
[did I mention that I live near the port and the beach . . . . first lived here 86 to 89 and returned in 2007 .... retired in the area]
