Is there any rhyme or reason to refurbishment of Grand Villas versus Studios, One-Bedrooms, Two-Bedrooms?

Do the fancy GVs get done first, or is it just done by floor/wing? I didn't know if they prioritize studios, since those are most in demand, or the Grand Villas for the visiting whales on long trips?
 
They seem to do it in wings which makes more sense as it's easier to block sections off. Right now the whole boardwalk view at BWV is closed off; so all of those rooms and the pool/garden view rooms on the opposite side of the hall are being renovated.

It's typically done by floor.

They seem to be doing it by side which makes no sense.
I was at BWV three weeks ago 5th floor pool view to the left of the pool and about 50% of the rooms facing the pool in the middle had scafolding (sp) across them. No wonder it was difficult to get a room. Did not see that on the boardwalk side at that time. Was not noisy as I saw no workers during the few days I was there.
 
It is the nature of refurbs that DVC cannot usually just do something like the GV's or the studios separately. Renovating the rooms along any hallway results in a lot of workers using the hallway and throughout the day transporting work equipment and items to be added in the rooms and removing things to be taken from the rooms. They thus need to close off the applicable hallway to regular quests, with the result that the usual process is to do rooms that are along the same hallway at the same time, including those on both sides of the hallway.

The only exceptions that exist at WDW where they could do just one size of rooms at one time are the studios in the new VGF building (since all are studios), the Poly bungalows, and the CCV cabins.
