Is the the plus 10 day rule still in effect for ADRs?

Last time I went there was 90 days for ADRs and you got 10 days ahead of it for reservations when you stay on Disney property which meant you could start doing your ADRs at the 100 day point.

Anyway, is this true now; so, can you book ADRs at the 190 day mark?

At 180 days from your arrival, you can make up to 10 days of reservations, hence the +10. It doesn't mean you can book at 190 days.
