Is the online ADR system down?

I haven't been able to access it all morning. I'm getting an internal error message. Is everyone else getting this too?

clean your cookies!! I did that at 3am, reset the computer like 3 times, and at 6:15 it worked just fine!

Can you give me a quick "how to" to clean out my cookies? I went in an deleted out my recycle bin earlier.
