Is the DCL Bus Transfer from the WDW resorts to Port Canaveral free for kids under 3?

Booked our first DCL cruise for next year and trying to learn more about everything DCL. We plan to bookend the trip with some stays at WDW before and after our cruise. I've read from recent planDisney Q&A's that they charge $39/guest for WDW-PC transfers. However, I saw on touring plans (in a somewhat dated article) that those transfers are free for those under 3. We'll be brining two little ones on our cruise and wanted to know if anyone can confirm whether or not we'd have to pay for them as well? Only asking because I know some of the MCO-WDW bus companies don't charge for kids under 3, so figured it could be possible it may be the same for a port transfer. Thanks!
