Does the San Angel need a credit card to make a reservation? Also is there a list of which restaurants need a credit card.

No cc required. All character meals and signatures require cc.

The CC-guarantees are basically any restaurant that has a character meal (Cape May dinner for example has a CC-guarantee even though only breakfast has characters) or any signature restaurant..
