The Halloween Party (Mickey's Halloween Party at DL, MNSSHP is only at WDW) was moved to DCA (and renamed the Oogie Boogie Bash) in 2019. General consensus is that the party was moved to draw the crowds away from DL and Galaxy's Edge. The party ticket was changed from a park hopper to a single park ticket (DCA only) -- so anyone who wanted to see Galaxy's Edge in DL had to buy an additional ticket for DL (not just an OBB ticket) or already have an AP. All parties were held on school nights, which helped with crowd control. DCA has better ability to handle the crowds -- newer park, wider walkways, all rides are accessible, etc. It wasn't to boost "the less popular park" -- DCA is not less popular these days -- DL will always be the crown jewel at DLR, but DCA is no longer the sad stepsister.
I knew I paid considerably less for Halloween parties when we started attending them. At the time it didn’t feel like I was pitching a full day ticket price for a few hours of fun.
