Disney and other hotel chains limit the amount of people in a room because if they didn't there would be groups of 6-7-8 people all sleeping in sleeping bags on the floor. We all know that people would do this. Disney is a business and they want to sell rooms, not run a hostel. I don't know how they came up with the formulas for how many can sleep in a room, but I do know that they will not budge on occupancy. I imagine some of it has to do with occupancy rules when it comes to the city.
