I've heard others say the line for Toy Story is shorter because a lot of people don't realize it's open. I tried once and didn't find the line to be significantly shorter, but I think I just had bad luck. I wouldn't expect RSR to be much shorter because, while some of the crowds have been pulled away for WoC, that's probably counteracted by the fact that a lot of people want to experience RSR at night. But anything in the pier area that's open would likely be a bit better since it's not obvious that there are still rides running back there. That's my guess anyway.
But keep in mind, since we've entered the off season and hours are shorter, on week nights WoC seems to generally be shown after park closing, so in those instances I wouldn't expect to be able to ride unless you get in line right before park closing.
