I have not been to Disney in years, and we are taking our three little girls, who will be 5, 3, and 8 months, in April. I am wondering if they offer the dining plan if we are not staying on the Disney premises. Thanks so much! Any info would be helpful since I am clueless.

DDP is only available if you are staying at a Disney Resort. Check the FAQ on the DDP board if you have any other questions, it's very helpful! :)

And usually, you not only have to be staying in a Disney resort, you have to be paying a certain room-rate. Rates like AP and Florida resident do not usually qualify for DDP.

You also have to purchase a package which includes your room, DDP, and at least a one-day base park ticket.

That was true under the "old" rules....but as of 2/20, AP holders can get the DDP!

There's a new thread about it. Apparently, you can book the dining package AFTER February 20 if you have an AP. Sorry, I don't know how to post a link but it's in this area: "Disney Restaurants, Disney Dining Plan, Annual Passholders dining plan with room only ressie"

Hope this helps.

However, I'm sure AP holders will still have to be staying ONSITE.

They're just letting the AP replace the one-day park ticket. They're not going to allow you to stay offsite and still get DDP. DDP is still primarily a lodging promotion, not a dining promotion.
