We may have to cancel our cruise and we purchased insurance for both rooms, is it refundable is cancelled before the PIF date?

It varies from policy to policy. Generally, there could be fees or penalties assiciated with cancelling an insurance policy, or not. Some policies have a "free look" period that you can cancel within with no penalties. Some policies have no, or partial refunds. You'd have to read your policy's coverage requirements to find out what, if anything, you'd get back.
